Africa Programme for Peace

One of the major vehicles for the Danish engagement with the AU and the REC/REMs is the  African Peace Program (APP), which is implemented in close cooperation with other partner countries. The programme is currently in its fourth phase (2018-2021) with a total budget of 200 million DKK.

In the new Millennium, the regional organisations of Africa have significantly strengthened their role in preventing conflicts and managing crises in Africa. The APP supports this positive development.

The overall programme objective is to promote peace and security as a basis for sustainable development in Africa. This is done through support to the development of an operational African conflict prevention capability, strengthening of the African security and governance architecture and promotion of the relationship between civil society and the regional organisations. In addition, the programme supports institutional capacity building in the organisations.

The activities supported in the APP are:

1. African Union Commission’s implementation of the peace, stability and governance area, including enhancing capacities for conflict prevention, management, response and peace building.

2. Economic Community of West-African States’ (ECOWAS) strengthening of early warning and early response to conflicts, preventative diplomacy, as well as improving democratic governance and control over security.

3. Inter-Governmental Authority on Development’s (IGAD)

i. strengthening of IGAD’s engagement in conflict resolution;

ii. strengthening the Conflict Early Warning and Response Mechanism (CEWARN) capacity for sharing information concerning potentially violent conflicts as well as their outbreak and escalation in the IGAD region;

iii. strengthening IGAD’s capacity building for countering terrorism and organised crime (including trafficking and smuggling) and other cross border security threats.

iv. Denmark also supports IGAD’s work in strengthening drought resilience in the Horn of Africa.

4. The West Africa Network for Peacebuilding (WANEP) strengthening peacebuilding organisations and practitioners to engage actively in the prevention and transformation of violent conflicts in West Africa.
